Colleen M. Castille
Colleen Castille enjoyed a career in state government spanning 20 years, gaining a unique perspective on a broad array of state and local issues. As a former Secretary of both the Florida Department of Environmental Protection (“DEP”) and the Florida Department of Community Affairs (“DCA”), Colleen has had a tremendous impact on Florida’s environmental and energy policies, as well as economic development and growth management issues. While serving as Secretary of the DEP, Colleen oversaw the State’s purchase of over a million acres of land. She reported to the Governor on all local, state and federal matters regarding the environment and energy in Florida, and managed 4,700 employees and a $2.6 billion annual budget. Under her leadership, DEP achieved many feats, chief among them being the formulation and passage of the 2006 Florida Energy Act, the first statewide energy policy since 1978.
Ms. Castille has also engaged in a variety of business-to-government and business-to-business ventures, including running her own green development consulting firm. In addition to her involvement with TERRA Conservation Group, Colleen currently serves as vice president, board member and co-owner of EarthSteps, LLC, of Tallahassee, Florida. The firm engages in energy efficiency retrofits for existing buildings, green design for new buildings and demand-side utility management projects for residents and businesses on behalf of City of Tallahassee municipal electric company.

John “Al” Russell has been licensed as a Florida Real Estate Sales Associate since 1982 and as a Florida Real Estate Broker since 1999. Born and raised in North Florida, he attended Marion Military Institute and Troy University. He has been married to his wife Mary Anne for over 35 years and has two children. He loves the outdoors and has a passion for land and knows the importance of good management and the responsibility of ownership.
Brokering well over 100,000 acres of land, Al has worked with property owners from Key West to Pensacola covering the entire state of Florida through the Florida Forever Program as well as traditional transactions. Working in Florida’s Department of Environmental Protection (DEP) land acquisition programs, his experience included coordinating all aspects of complex real estate transactions, including conservation agreements, appraisals, surveys, title insurance, environmental reviews, legal and management issues, in order to successfully acquire properties in accordance with state rules and regulations.
Experiencing first-hand how complex and time-consuming the state land acquisition process was, Al left DEP in 1999 and began representing landowners helping them broker and market their land to both the state of Florida programs as well as to traditional prospective buyers. His first-hand experience with the state helped him streamline the tedious process and get top-dollar for the sellers he represented. These transactions have involved a variety of land types and sellers, as well as both public and private acquisitions, including individuals, corporations, DEP, Northwest Florida Water Management District and the St. Johns River Water Management District. Will Lawler was born and raised in Jupiter, FL. His love for land, wildlife and the outdoors started at a very young age while fishing and snorkeling the Jupiter Inlet. He spent his summers during his high-school and college years working as a mate/captain on a sport-fishing vessel docked primarily at Walker’s Cay, Bahamas. He attended Furman University as well as The Florida State University, where he graduated in 1998 with a degree in Marketing and a minor in Communication. While enrolled in the FSU MBA program, he co-founded an internet company in 1998 based out of Thomasville, GA targeted to the fishing community. After residing in Tampa and Horseshoe Beach, FL for several years, he returned to reside in his wife’s hometown of Tallahassee full time in 2008.
For over 10 years, Will has held both a Real Estate license and a Florida Certified Building Contractor’s license. He has developed a condominium project in Horseshoe Beach, FL as well as handled several large real estate transactions. Will’s love for real estate and the outdoors is evident through his enthusiasm for helping people conserve, buy and sell tracts of land.
